PR is important to advertisers, and by extension to webmasters who wish to have advertising on their sites. Does it increase activity? I doubt if it makes any noticeable difference, keywords high on the Search Engine pages are far more important. As this is an area where things are still changing (or not?) I suspect that we'll only know the answer in retrospect -- but I do wonder if using it as a metric in the way that many have is what Google is taking issue with. Good question!
